Landfill Management Plan

The City of Steinbach’s Solid Waste Department has a mandate to encourage community-wide waste reduction and offer environmental information to all Steinbach residents and students in surrounding schools. This is achieved through a variety of methods including school visits and presentations, radio and newspaper advertisements, brochures, and public workshops. This Landfill Management Plan is meant to provide a better understanding of current landfill practices and to provide information about the City of Steinbach’s future plans for its landfill and waste diversion operations.

Disposal of Expired Child Car Seats

It is important to dispose of expired or unsafe child car seats properly. To avoid safety or liability issues, do not drop-off or purchase used (and potentially expired) car seats privately or from thrift stores. There is no guarantee as to the car seat's level of safety when purchased second-hand.

If you have a car seat that has expired or is unsafe:
Bring it to the Manitoba Public Insurance Service Centre, located at 930 St. Mary's Street in Winnipeg, for proper disposal.
You can also bring expired car seats to the Steinbach Landfill, 104 Hanover Road East, but be sure to notify the scale attendant so that the car seat can be set aside to be destroyed.

Why do car seats expire?
They are tested to ensure they meet certain standards for certain periods of time (i.e. pressure, temperature extremes, etc.). If you are caught with an expired car seat, there is a $292 fine.

Solid Waste Levy

As of January 2010, Steinbach’s Landfill is subject to a Waste Reduction and Recycling Support (WRARS) levy implemented by the Province of Manitoba.  The legislation states that every municipality in the province will be required to collect $10 per metric tonne of waste disposed at that municipality’s landfill.  Please note, this amount is included in the landfill tipping fees.  All vehicles that are not scaled when dropping off waste at the Steinbach Landfill will be subject to a minimum fee of $5, both residents and non-residents alike.  Vehicles dropping off recyclable or compostable materials at the landfill will not be required to pay the $5 fee, and will be directed as to where to dispose of recyclable or compost materials.

Provincial Background Info

The Province has indicated that the purpose of the WRARS levy is to:
1. Encourage sustainable waste management practices;
2. Improve Manitoba’s waste diversion rate; and
3. Improve municipal waste diversion activities such as recycling, composting and hazardous waste disposal.

Included as part of the new initiative, municipalities are eligible for a WRARS Recycling Rebate. The Rebate is allocated to participating municipalities based on the municipality’s percentage share of total eligible recycling tonnages reported in a six-month period, including compost and wood waste materials.

The WRARS levy is an amendment to the Provincial Reduction and Prevention Act. The WRARS fund will be managed by Green Manitoba, a special operating agency of the Province of Manitoba.
