
Monthly payments are automatically withdrawn from your chequing account at your financial institution. Your payment is calculated by dividing your most recent annual tax levy or an estimate of your current year tax levy into twelve (12) installment payments. The payment amount will be adjusted in either January or July to allow for the discharge of the balance due by December. You will be advised prior to any changes in your monthly payment amount.
Withdrawals occur on the first business day of each month beginning in January, and continue until December. Written authorization must be received before the withdrawals will begin. The City of Steinbach does not charge interest or service fees for the TIPP program. However, normal bank service charges may apply.
A one-time payment allows the City of Steinbach to withdraw an amount equal to the balance due on your property tax statement on tax due date. Complete the TIPP form below with the option 'One-Time Payment' circled and return it with a sample cheque marked VOID to the City.
You can join TIPP:
- If your tax account is current;
- If you have chequing privileges at a financial institution;
- If you do not currently pay your taxes through a mortgage company (PIT).
Supplementary tax bills must be paid by the due date and the monthly TIPP installment amount will be adjusted accordingly the following January.
Amounts transferred to taxes must be paid immediately and will result in the taxpayer being removed from the TIPP program.
Complete an application for the Tax Installment Payment Plan and return it with a sample cheque marked VOID.

If you sell your property, TIPP participants are requested to inform the Tax Office in writing at least two weeks in advance of the next payment. If you purchase a new property within the City of Steinbach, you will be required to re-apply to continue on the TIPP program.
Payments credited to your account prior to the sale date will be taken into account in the sale transaction.
You may withdraw from the TIPP program by providing written notice to the Tax Office at least two weeks before the next payment date.
If any payments are not honoured by your financial institution, the City of Steinbach may cancel the agreement and request payment of the total outstanding taxes. An NSF charge will apply to dishonoured payments.
If you withdraw or your plan is cancelled, all unpaid taxes become payable on the original due date, and are subject to penalties in accordance with the tax levy by-law.
General Municipal – (7.557)
This levy raises funds for general programs such as the operation of recreation facilities, beautification, legislative activities and administration. A small portion of the funds generated by this levy are allocated to the City’s recreation reserve to provide funding for recreation facility improvements.
Local Improvement – (1.425)
Revenues from this levy are used to fund the annual payments required on the debt that the City has incurred to fund the purchase of capital projects or equipment that benefit the community as a whole. Examples of items or projects funded by this levy include fire trucks, street re-construction, and library expansion.
Utility District – (0.572)
This levy generates revenue to fund the annual payments on debt that has been issued to finance capital projects that benefit properties having access to water and sewer services in the City. Examples of items funded by this levy include the water pump station expansion, water treatment plant upgrades, and water and/or sewer line reconstruction.
Wastewater District – (1.206)
This levy is used to service the debt created in order to fund capital projects related to wastewater collection or treatment services to the community. An example of a project that is funded by this levy is the expansion of the City’s wastewater lagoon, located to the northwest of the City.
Special Services – (4.00)
Taxes generated by this levy are used to fund core programs and services that are provided to all properties. This includes essential services such as policing and fire protection and also includes other services such as drainage maintenance, road maintenance, dust control and snow clearing.
Waste & Disposal
This levy is used to fund residential curbside collection of garbage and/or recyclables.
School Taxes
Levies in this category are determined by the Province of Manitoba and the Hanover School Division. The City is required by law to include these levies on the annual property tax bill. Further inquiries may be directed to the respective offices of these organizations at the phone numbers indicated on your tax notice.
To determine Assessed Value multiply Market Value of Home by 45%.
Example: $170,000 x 45% = $76,500 = Assessed Value
To determine City Tax Liability, multiply Assessed Valuation by Mill Rate.
Example: $76,500 x 14.76/1,000 = $1,129.14
To determine the monthly expense for City Services, divide the Tax Liability by 12 months.
Example: $1,129.14 / 12 = $122.00
