Drainage on Private Property
 
a) Boulevard and Lot Grading Design Criteria

Residential Lots

All roof downspouts must be situated in a way that ensures they provide effective positive drainage away from the building. They should discharge through a suitable elbow fitting onto a splash pad in order to carry run-off across any settled backfill adjacent to the foundation.

Any driveway on a lot must have a minimum grade of 2% and a maximum grade of 6% and must be constructed in a way that will not inhibit storm water run-off away from the building.

Minimum lot grades must be as follows:

i) Where a property drains onto an alley - 2% front and rear - building to be perched 150 mm for 3.0 m around its perimeter.

ii) Where a property drains onto a rear drainage swale - 2% front, 3% rear - building to be perched 150 mm for 3.0 m around its perimeter.

iii) Where a property drains to the front street - 2% from rear to front - building to be perched 250 mm for 3.0 m around its perimeter.

Commercial, Industrial and Multiple Residential Family Sites

Any driveway on a lot must have a minimum grade of 2% and a maximum grade of 6% and should be constructed in a way that does not inhibit storm water run-off away from the building.

Roof and surface drainage from these lots must be controlled in a manner satisfactory to the City in order that maximum rate of run-off into the City's storm system is not greater than if these lots had been developed as residential properties, (i.e. the average residential lot has an imperviousness of 35%). All Rational Formula calculations are to be based on a two (2) year storm event, with t (time) = 15 minutes and i (intensity) = 2.63 in./hr.

b) Commercial, Industrial, or Multiple Family Residential (R3, R4)

Lot Grading Plan Requirement Policy

This policy applies to all properties zoned Commercial, Industrial, or Multiple Family Residential (R3, R4), and deals with the establishment of Lot Grading Plans, Building Elevations, and Storm Water Run-off Calculations.

New Developments

Any property that is being newly developed must submit, as part of the building/development permit requirements, an engineered lot grading plan indicating geodetic building elevations, lot elevations, and typical drainage patterns. Also required are engineered storm runoff calculations that ensure the City’s storm runoff guidelines are met.

Additions/Expansions to Existing Developments

a) Any existing developed property that is being expanded, added to, etc., must submit, as part of the building/development permit requirements, a lot grading plan indicating geodetic building elevations, lot elevations, and typical drainage patterns.

b) Any development to an existing property requires an engineered lot grading plan and storm runoff calculations, as detailed for New Developments if the following criteria are met: 


i) Total building area (after development) exceeds 35% of the total lot area. 

ii) Addition, expansion, or use falls under Part 3 of the Manitoba Building Code.

iii) The addition or expansion building area exceeds 75% of the existing building area on the property.

The application of the above criteria will be left to the discretion of the City Building Inspector and/or the City Engineer.

c) Residential (R1A, R1, R2) Lot Grade Plans

Lot Grading Plan Requirement Policy

This policy applies to all properties zoned Residential (R1A, R1, R2), and deals with the establishment of Residential Lot Grading Plans only.

New Developments/Subdivisions


Any property that is being newly developed and/or subdivided is required, as part of the development agreement requirements and as part of the overall engineered plan submission package, to submit an engineered lot grading plan for the development, indicating geodetic roadway elevations, lot elevations, and typical drainage patterns.  All drainage works must be engineered to ensure that the City’s storm run-off guidelines are met.

The application of the above criteria will be left to the discretion of the City Building Inspector and/or the City Engineer.

d) Residential (R1A, R1, R2) Building Elevations

Residential Building Elevation Establishment Policy

This policy applies to all properties zoned Residential (R1A, R1, R2), and deals with the Building Elevations only.

Residential Building Elevation Establishment

When a building permit is applied for, detailed plans of the structure are submitted to the Building Inspector.  A detailed site plan is also submitted which shows the location of the footprint of the structure on the lot.  The plans are then reviewed to ensure they comply with building codes and zoning restrictions, etc.

The City Engineer then establishes building elevations based on the building plans and the development lot-grading plan.  In older areas of the City, where no lot grading plans exist, the lot to be developed is surveyed and the building elevations based on the site survey are set. The elevations are geodetic and set relative to sea level.  A benchmark elevation is also given as part of the building permit.  Elevations are usually established for the garage pad and either the front landing or main floor.  The Building Inspector then issues the permit to the applicant.

No formal elevation checks are carried out unless a concern is brought to the Building Inspector’s attention.  If a problem with a building elevation occurs, a Stop Work order is issued to that site and a meeting with the City, the owner, and the builder is arranged to review the situation and to come up with remediation options.  The City must be satisfied that the chosen remediation option that is will not adversely affect the lot in question or the neighbouring lots or any public right-of-way.

e) Residential (R1A, R1, R2) Lot Grades

Residential Lot Grading Elevation Establishment Policy

This policy applies to all properties zoned Residential (R1A, R1, R2), and deals with the Lot Grades only.

Residential Lot Grading Elevation Establishment

When a residential building permit is issued, part of the permit package includes a lot grading plan which indicates the elevations at the corners and high points of the lot to be built on. The elevations are geodetic and set relative to sea level. A benchmark elevation is also given as part of the building permit. It is the responsibility of the person who applied for the building permit to ensure that the lot is final graded as per the lot grading plan.

No formal elevation checks are carried out unless a concern is brought to Building Inspection s attention. If a problem with a lot grading occurs, stakes with the correct elevations are installed by the City of Steinbach and the property owner is instructed to adjust his lot to match the elevations shown on the stakes.

Since 1997, the City of Steinbach has required the developers to, as part of the subdivision construction, construct rear lot berms and street boulevard areas to within four (4) inches of final grades. This sets the front and rear property line elevation for the builder. After the house is built, all that remains to be done is match in to the elevations established at the front boulevard and rear lot berms. While this system is not infallible, it is quite simple to implement and gives a good visual indication of how the lot is to be graded and what magnitude of fill will be required for that lot.

In the older parts of the City, where no lot grading plans exist, it is up to the developer of the lot to establish a lot grading plan that will drain his property. This lot grading plan must have no negative effects on the neighbouring properties.
